Consultation Workshop:
Urge for Workers Friendly Ship Breaking Policy

Bangladesh Occupational Safety, Health and Environment Foundation (OSHE) at Meghna hall room in BIAM foundation, Dhaka, organized a daylong trade union consultation workshop on the draft Ship Breaking & Hazardous Waste Rules-2010.

The workshop was started at 10.00 am through the welcome address by Saki Rezwana, Chairperson of OSHE. Rear Admiral Bazlur Rahman, Director General of Shipping Department attended in the workshop as chief guest where A A Mukit Khan, working president of BFTUC, Abdul Kader Howlader, member secretary of NCCWE and Ms. Dian van Unen, Head of FNV Mondiaal attended and made speech in the workshop as special guest. Different trade union leaders were also present as guest in the workshop.

In his speech in the workshop D G Shipping Rear Admiral Bazlur Rahman admitted that the draft Ship Breaking & Hazardous Waste Rules-2010 is not fully labor friendly ship breaking hazardous rules. He identified the lack of good terms among different ministers as a reason for that but he opposed the idea that through importing ships, we are importing chemicals.
 
 
Abdul Kader Howlader told in his speech that there is lack of information in the ministry level on how the total process will be executed. On the other hand Ms. Dian van Unen, Head of FNV Mondiaal emphasized on two important issues, which are the complying with ILO conventions and social dialogue.

In his speech, trade union leader Shofor Ali tried to put comparison between Bangladesh and India in respect of ship breaking & hazardous waste rules. He termed the Indian rules uncompromising about labor interest when it is not for our country. The workshop was also featured by a visual presentation on draft Ship Breaking & Hazardous Waste Rules-2010. Md. Omer Faruq, Program Officer of OSHE executed the presentation where the different aspects of the draft were depicted.

An open discussion was followed by the visual presentation. In the open discussion, the chance of expressing the individual recommendation on the draft has been utilized properly. The trade union leaders make the following recommendations in the open discussion.

 :: Government must clarify it’s standing whether any nuclear ship will be imported for breaking.
 :: Government must make clear position whether old ship will be imported or chemicals in the name of old ship will be imported.
 :: Which type of ship will be imported and which are not must be made specific by the government.
 :: All sorts of structural improvement in respect of ship breaking has to be made.
 :: In any kind of accident related to ship breaking work, labor leader has to be provided priority over other government agencies in visiting the accident area.
 :: A clear instruction has to be made about post-accident initiatives.
 :: Must avail the trade union facilities among the ship breaking workers.
 :: Must determine the long-term environmental effect of ship breaking.
 :: Recommendation from the labor leaders has to be giver utmost priority.
 :: There must be a proper monitoring system for the ship breaking workers.
 :: Doubt is given over Basel Convention in the proper solution in respect of ship breaking industry.
 :: Must include the direction on decent work for the ship breaking workers.

Some of the leaders concluded that ship breaking is a growing industry we have to protect it. We have to be careful but not to that extent where it stops the business.

Saki Rezwana, Chairperson of OSHE anchored the whole workshop with proper understanding of moderating an open discussion. The workshop was concluded with closing thanks from the chairperson of OSHE.
