Draft National OSH Policy for Government

Bangladesh Occupational Safety, Health and Environment Foundation (OSHE) and Center for Corporate Accountability (CCA) drafted a national occupational health and safety policy as part of assignment from the World Health Organization (WHO).

During the process of drafting of national OSH policy, the OSHE and CCA consultant made series of consultation with the senior policy makers of different ministries and departments under the Ministry of Labour and Employment, Ministry of Industries, Ministry of health, Ministry of environment. Special consultation were made in this regard with different key international development partners such as the ILO, WHO, UNDP, GTZ, World Bank, DFID to get their views in this special issue.

While drafting the OSH policy, a series of focal group discussion were made with the representatives of different employers association and professional bodies i.e. BGMEA, BKMEA, BASI, REHAB, Architect Department, and Engineers Association. Special workshop was made with the national trade union organizations and NGOs separately in this regard from the period of August to September 2007. Furthermore, the ILO-Smart Business Initiative (SBI) alliance helped OSHE to organize a special consultation with the SBI partner organizations on draft policy issues at Dhaka University under the period.

On 30 October 2007, the World Health Organization (WHO) organized a high level National Workshop on OSH at BRAC Inn, Dhaka where the preliminary draft national OSH policy drafted by OSHE was presented in for comments and suggestions. Based on recommendations form that special programme the draft was finalized and forwarded on December 2007 to the WHO for onward submission to the government for consideration.

Seven key principals were identified in the draft national OSH policy as follows:

• Application to all sectors
• Importance of developing practicable local solutions
• Collaboration with a wide range of stakeholders
• Employer- Worker partnership
• Attention to Vulnerable workers
• A need for an increase in resources
• Periodic Review
