UNFCC Climate Change Conference held in Bali

The UNFCC and the 13th Conference of the Parties (COP13) held at Bali Indonesia from 3- 10 December, 2007.

The OSHE General Secretary A.R. Chowdhury Repon attended that important event in Indonesia as part of a larger international trade union delegation in COP-13 as lead by ITUC and engaged with the governments toward focusing on employment, green jobs and decent work issues in the climate change negotiations and actions.

 
 

Under that period Mr. Repon attended the board meeting of the International Labour Foundation for Sustainable Development (Sustain labour) in Bali. The significant out-come of COP-13 was adoption of Bali Action Plan to respond climate change.

Mr. Repon said, “Workers are the most vulnerable group of the climate change impacts. Therefore we must act collectively. Green Job is the engine for workers on responding climate change”.

OSHE Foundation welcome the Bali Action Plan and ensure their support for the process initiated in Bali as well as for the ambitious climate change policies that need to be undertaken on mitigation, adaptation, technology development and transfer and financial resources and investments.

In addition, trade unions consider the work programme needs to be strengthened by mainstreaming social and economic policies. Climate change policies imply serious transformations in our production and consumption patters. And while this is often mentioned, little indications exist in the current action plan on measures that are going to be taken to accompany in a socially-friendly manner the transition towards a low-carbon economy.
However, blockages regarding the inclusion of the social dimension need to be discussed. The OSHE Foundation believes social policies should not be seen as a barrier for reducing emissions, but as a means for enhancing its effectiveness as it builds social support and consensus around climate protection.
